Advancing Palestinian Women’s Entrepreneurship Program
1. About BWF The Business Women Forum (BWF) is a national non-profit organization established in 2006, to promote and empower the role of businesswomen and entrepreneurs as leaders in the Palestinian economy through advocacy and influence to create an enabling environment for women in Palestine. BWF works through a comprehensive methodology through the provision of business development packages including capacity building, coaching, consultancy and technical support necessary for their businesses, enhancing access to markets, financing and knowledge, in addition to networking with local, regional and global institutions and organizations. BWF has developed a holistic business development approach based on its cumulative experience over the past 20 years working to support women-owned businesses and women entrepreneurs from different sectors and backgrounds. The holistic, demand-driven business development approach includes capacity building and skills development programs, one-on-one coaching and mentoring, on-the-job training, developing competitive products, branding and creative design, providing seed funding, access to information, access to finance, and marketing, including identification of local marketing channels, development of marketing strategies, participation in local, regional and international networking platforms, and enhanced access to export chains. In addition, BWF introduces role models, women champions, and advocates for women's issues at different levels. This holistic approach has contributed to enhancing business sustainability and access to economic opportunities through job creation and income generation, while promoting women as potential leaders and agents of change. 2. Background and General Information about the Program This assignment falls under the Advancing Palestinian Women’s Entrepreneurship Program, funded by the U.S. Embassy Jerusalem. The program aims to strengthen the business skills, leadership, competitiveness, and economic empowerment of Palestinian women entrepreneurs through practical training, exposure to U.S.-informed business excellence, and market-oriented opportunities. The program targets 70 Palestinian women entrepreneurs from the West Bank and Jerusalem. Following the training phases, the participants are expected to take part in a three-day Women Entrepreneurs Christmas Expo in Ramallah. The proposed Expo dates are 3, 4, and 5 December 2026, subject to final confirmation by BWF. The Expo will provide a platform for product display, sales, business-to-business linkages, market exposure, networking, and visibility for women-led businesses, and is expected to receive a substantial number of visitors over the three days

About BWF The Business Women Forum - Palestine (BWF) is a national non-profit organization established in 2006 to promote and empower businesswomen and women entrepreneurs as leaders in the Palestinian economy. BWF supports women through business development services that include capacity building, coaching, consultancy, technical assistance, access to markets, access to finance, knowledge exchange, and networking with local, regional, and international institutions. BWF applies a holistic and demand-driven business development approach informed by its cumulative experience in supporting women-owned businesses and women entrepreneurs from different sectors and backgrounds. The organization has supported more than 10,000 Palestinian women, including women-led MSMEs, professionals, entrepreneurs, and graduates. Background and General Information about the INSPIRE WOMEN Programme Business Women Forum - Palestine is implementing the INSPIRE WOMEN programme from 15 July 2026 to 30 April 2027. The programme is designed as a pilot integrated support model for women-led businesses in the West Bank, with a pathway for future scale-up. Women-led MSMEs in the West Bank face barriers to business growth, including limited access to growth capital, mobility restrictions, unequal access to commercial lending, collateral requirements that may not recognize proven business performance, and limited exposure to regional business networks and advanced business practices. The programme addresses these barriers through business diagnostics, advanced financial management and digital financial tools training, financial literacy capacity building, strategic advisory support, green finance readiness, and regional networking. This Terms of Reference is limited to Pillars 1, 2, and 3 as presented in this ToR below.

Background and General Information about “AMALI: Empowered Women and Youth for Resilient Communities - West Bank” Project: “AMALI: Empowered Women and Youth for Resilient Communities – West Bank” Project is a three-year initiative funded by the Austrian Development Agency (ADA) with support from the Austrian Development Cooperation (ADC). The project is implemented by CARE Palestine in cooperation with CARE Austria and in partnership with the Business Women Forum (BWF), Juzoor for Health and Social Development, and Birzeit University’s Center for Continuing Education (CCE). The project aims to strengthen the socio-economic resilience and empowerment of vulnerable women and youth in the West Bank, including individuals affected by gender-based violence (GBV) and persons with disabilities. As part of CARE Austria’s Economic Empowerment Program, AMALI works to address the unique challenges facing women and youth in conflict-restricted markets while promoting innovative, market-driven approaches to entrepreneurship and business development. It also seeks to amplify women’s decision-making power within households, communities, and at the national level. Over its three-year duration, the project will enhance women’s and youth’s employability and entrepreneurial capacity, enabling them to participate more fully in the economy. The project’s intended outcome is that vulnerable women and youth will have successfully established, sustained, and/or expanded their businesses, contributing to more resilient communities across the West Bank.
